I like the most how you carefully did the clothes pattern and it moves along with his body form instead of being all straight lines. The shading is nice because of the shadows being soft and not too strong and like the yellow power/glow thing around him. Nice touch on the glasses shine. And you got his face just right, as creepy as it is.
Greetings, Geno. I certainly like the work you've done here; although I am unfamiliar with the material of One Piece, I like the characterization you've captured.
Foremost, I like how you've used the golden light and it's linear rays and sense of power, and their harmony with the shades of his suit, which has a great sense of eccentri character and lithe volume. Second, you make use of his white coat, and it's internal shades, rather like the light and dark sides of great clouds - this is accentuated by the subtle mottled blue background, which reminds me of the sky... In that sense, Admiral Kizaru is rendered here with an interestingly heavenly or divine sort of essence. An amusing contrast to what I understand of his character.
The purple of his undershirt lends him a more human presence to the area of his upper body and face, and the bright shine over his glasses reminds me more of a glaring sharpness to his character, but also the pinpoint light of a targetting cross/reticule. (They say he is a deadly man, though odd in character, no?)

Excellent work, Geno. I very much enjoy it.
