My first thought is that you've done a wondeful job capturing that sense of volume to his figure - likely the perspective and angles found around his crossed-arms. Your use of his hood and robes add a ragged, but functional sense to him, rather in the same way that the metal of his body adds to the similar characterization.
Your choice of background tint is also excellent, as it provides an almost light and fantastic contrast to the dark seriousness of Dr. Doom.
The only matter I would openly object to is the flatness of the chains linking those discs of his cloak; if you could change the perspective on the chains, it would help sustain the aforementioned element of uninterrupted direction and volume of presence. I suppose there is also a bit of difficulty with his left wrist as it curls down into the crook of his opposing elbow, too.

Love the arms the most because they are hard to draw that way even more when they're "Robotnik arms" And I really like the background. The castle on the hill looks so cool and I actually like how it's not sitting straight. Makes it creepier.
